The Research Leader Intelligence Analytics reports to the Chief of National Security and Intelligence, Surveillance and Reconnaissance Division, and under broad guidance is responsible for leading the Intelligence Analytics S&T capability, which is comprised of several groups. The Research Leader will have developed an international reputation for excellence in a specific field of S&T and have extensive experience, awareness and knowledge across a broad range of science applied to Defence.

They will lead and inspire their staff to push the frontiers of science and technology, and work with the experts at a conceptual level to create new scientific insights.  They will maintain awareness of developments in the field of Intelligence Analytics, will review reports and publications prepared by staff and will be accountable for setting the standards for the quality of the S&T outputs of the Intelligence Analytics Major Science and Technology Capability (MSTC).

The Research Leader will provide leadership to the Intelligence Analytics MSTC by providing the vision, guidance, direction, coordination and collaboration necessary to ensure the capability of the MSTC can be harnessed for the delivery of agreed outputs to Defence.  They will draw together and lead diverse strands of capability as teams to create opportunities for system breakthroughs.

The Research Leader will have a sound understanding of Defence client priorities and associated requirements and will achieve outcomes which meet customer needs.  They will build and maintain strong relationships with a network of stakeholders in government, industry, universities and overseas organisations.

Key Requirements of the Role:

The Research Leader Intelligence Analytics under broad direction is accountable to perform and achieve highly complex project management work relating to acquisition and sustainment, capability development and research within an integrated workforce. They will require extensive knowledge of and compliance with legislative frameworks, government decision-making and Defence's mission and policies requirements.

The Research Leader Intelligence Analytics will exercise a significant degree of independence and perform an important leadership role. They will be responsible for influencing and developing strategies, policies, priorities and operational practices in support of Defence objectives based on high level decision making and judgement. They will provide strategic advice to senior management and stakeholders as well as leading and assuming accountability for highly complex work or sensitive projects that have strategic, political or operational significance.

The Research Leader Intelligence Analytics will be a recognised authority in the application of techniques and will have the ability to apply and develop innovative techniques to enhance Defence's capabilities. They will ensure appropriate application of established principles and will maintain professional, science and engineering standards. They will be accountable for analysis, diagnosis, design, planning, and execution and evaluation activities and will work independently in determining methods and strategy. They will have the ability to further develop applications and opportunities from external sources and will contribute to the creative application of existing knowledge.

The Research Leader Intelligence Analytics is accountable to lead a work team, plan and manage a range of human and physical resources and exercise the associated people and financial responsibilities. They will provide strategic direction to the work unit, including developing business plans, strategies and priorities and monitor work flow and performance. They are accountable for developing, coaching and reviewing individual, team and business performance, and will identify opportunities for building team capability and continuous improvement. They will set work aligned with strategic objectives and communicate expected outcomes.
