Your Role

Defence is seeking a permanent Director of the Health Information Office (DHIO) to provide executive intelligence services and manage a hybrid supporting team of APS, ADF and contracted resources within Joint Health Command (JHC). The DHIO reports directly to the Director General, Health Business & Plans and is responsive to the JHC Senior Executive including the Surgeon General, ADF / Commander, Joint Health.

The DHIO has two primary functions:

  1. Principal Health Analyst providing strategic level health reporting that enables analyses of health system insights to inform continuous improvements and innovations in health service delivery.
  2. Health Information Steward providing overall guidance, governance and oversight to health information management activities, such as:

i.business definitions and business rules
ii. identification of critical data elements
iii. data quality monitoring, issue identification and resolution
iv. identification of trusted sources of data
v. support in the simplification of information environments.

Our Team

Like many healthcare jurisdictions across the world, a need for data-driven insights has accelerated in the face of unprecedented circumstances during 2019 – 2020; such as the Black Summer and the COVID-19 pandemic. These events have reinstated the value of technology-enabled models of care (e.g. telehealth or e-prescriptions) and the permissible collection of high-quality, interoperable data to develop advanced analytics supported by Artificial Intelligence and Machine Learning. Predictive algorithms can now inform and augment decision-making to improve health outcomes. 

In light of the rapidly evolving era of digital health, the Health Information Office (HIO) was established in September 2019 as a Health System Insights Capability in Joint Health Command. The HIO uses data from the Defence-electronic Health System as well as other linked sources, to provide the Surgeon General of the Australian Defence Force, commanders and clinicians with health system insights to improve member care.

Our Ideal Candidate

The ideal candidate will enjoy working with considerable independence and be comfortable as an accountable public official for the health domain. They will require extensive knowledge of, and compliance with, current and emerging legislative frameworks as well as Defence’s mission and policies requirements.

This is a significant leadership role. The DHIO will be responsible for influencing and developing strategies, policies, priorities and operational practices. To do this they will have extensive knowledge relating to the methodology, systems and procedures within health service delivery and have the ability to translate this into strategy. They will provide a level of specialist, professional and technical expertise, potentially relating to the work of different functional areas. They will initiate, establish and maintain strong relationships with a network of stakeholders internally and externally and will have the ability to recognise shared agendas and work toward mutually beneficial outcomes.

The current position is ongoing however we will be creating a merit pool to fill similar ongoing and non-ongoing positions that become available within the next 12 months.
