CSIRO has a complex property portfolio of owned and leased facilities that comprises over 1000 buildings spread across 55 locations within Australia and in three countries overseas. These scientific research, (including National Research Infrastructure) and office/administration facilities are diverse in ownership, type of property, age and condition. The Executive Manager, Assets, Compliance and SAMS contributes to the strategic direction of the CSIRO property portfolio by the ongoing leadership of the development, implementation and management of CSIRO Business and Infrastructure Services (CBIS) Asset Management and operational services. We are seeking a qualified professional for this pivotal role within the organisation for an indefinite position, flexible on location and working arrangement. 

The role and capability of the Executive Manager, Asset & Compliance Management is leadership and oversight rather than management. The purpose of this leadership is to drive consistency in terms of asset management, condition and functional performance across CSIRO. This role engages with State Managers regularly to ensure they are aware and engaged in the programmed asset and maintenance works identified, working as one team and collaborating with each other, to drive the consistency across states.

Your duties will include:

  • Developing and implementing a CSIRO Asset Management framework for the optimised management of physical infrastructure assets (utilising ISO 55000 as a guide.) Once developed integrate the outcome into the day-to-day culture of the CBIS team
  • Leading the development, implementation and oversight of CBIS related building services soft and hard service contracts to ensure compliance with Australian Standards, Local, State and Federal regulations and Contract KPI’s as they have been agreed.
  • Overseeing and directing the development, implementation and ongoing management of a compliance program for CSIRO, in its built form, in collaboration with relevant CBIS Managers. The Compliance program will ensure all facets of facilities management and maintenance are compliant with all relevant standards and legislation, ensuring records of testing and compliance are maintained and aligning services to comply with all relevant Standards, Building Codes, accreditation and legislative requirements
  • Taking ownership of the asset condition and replacement strategy (MPlan), including budget, and transition the evaluation and upgrade process into SAMS. Prioritise funding allocations and administer its delivery to ensure asset condition supports the long-term goals of the Property Strategy 
  • Overseeing the development and implementation of the Space and Asset Management System (SAMS) platform (including desk booking software which is currently Serraview to support New Ways of Working (NWOW) and Activity Based Working (ABW) as it develops)  to enable all CSIRO users to attain the information they seek in regard to Space and Assets.
  • Building and motivating a high performing geographically dispersed team including managing through change and fostering a high-performance culture with clear definition of accountabilities.
  • Building, and maintaining, strong relationships with key stakeholders (specifically Executive Team, state sponsors, Business Unit Directors, Research Operations Managers, CBIS Executive Managers and site leaders) to influence change without direct line control.
  • Providing high-level strategic advice to the Executive, Directors and/or Research Directors concerning CBIS and/or organisational issues, influencing organisational and/or Government decisions.
  • Contributing to cross-functional taskforces, policy bodies and committees and developing strong cooperative relationships with industry.
  • Communicating openly, effectively and respectfully with all staff, clients and suppliers in the interests of good business practice, collaboration and enhancement of CSIRO’s reputation.
  • Adhering to the spirit and practice of CSIRO’s Code of Conduct, Health, Safety and Environment procedures and policy, Diversity initiatives and Making Safety Personal goals.

To be considered you will need:

  • Relevant tertiary professional qualifications and/or relevant experience, preferably in the management of property management and facilities’ operations, including soft services support, for a complex and diverse portfolio.
  • Strong demonstrated experience/high level understanding in key areas of built form, facilities asset and compliance management. 
  • Superior skills and experience in high level strategic planning relating to building, engineering services and asset management and managing the development and implementation of plans to put strategies into action.
  • Demonstrated experience in change management, leading projects and fostering a culture committed to adaptability, diversity and inclusion, and customer centric compliance with continuous improvement.
  • A strong history of establishing and working effectively in teams, and a record of leadership which encourages new ideas, builds trust and provides support for the development of emerging skills, including influencing staff in observing corporate and professional standards, acting as trusted advisers, fostering effective client relationships, and ensuring alignment between client needs and CSIRO’s research objectives.
  • A significant record of innovation and creativity plus the ability & willingness to incorporate and/or promote the inclusion of novel ideas and approaches into projects of all sizes and scale.
  • Demonstrated commitment to health and safety, diversity and inclusion through values-based management
  • Peer recognition and record of success as a leader in the strategic asset management field. Demonstrated experience and success in managing relationships with diverse stakeholders at all levels of seniority, both internal and external to the organisation is desired.
  • Demonstrated project management skills and/or qualifications in a pressured environment, with the ability to manage competing deadlines is desired.
  • Excellent leadership skills and relationship management skills, particularly within project teams and operational teams of high-performance professional staff is desired.
